Connection Failed Message trying to join game.

I am running the latest Links 2003 with all updates on a Windows 10 PC with the latest updates. Recently, now when I try to join a Links game using Gameranger, I always get ‘connection failed’. However, if I host a game, I have no problems. The PC I normally use connects via Ethernet cable. I switched to WiFi through my router with the same results. I have another PC upstairs with Links 2003 that connects using only WiFi. I have no problems on this PC either hosting or joining a game through Gameranger. Update as of 5/8/2020. After some changes to my PC, I can now join a game, but now not host a game.
