I have just had the same problem regarding the tape measure so I came back here to find the solution.

Thanks for the comment on the cursor.
Owing to my deteriorating eyesight I had increased the cursor size. After changing the size back all is well again with the tape. (i did change the colour of the cursor which helps me keep track of it.)
