My notebook is scaled to 125%, this is how it came and I have not touched it.
The screen resolution is 1920 x 1080
I do not have any trouble starting Links.

Under high DPI settings > 'High DPI scaling override' > set to 'Application' should correct the issue, its intended for windowed applications that would otherwise get scaled above the displays maximum resolution.
In full screen mode, desktop scaling should have no effect.

I play full screen mode. The resolution is 2560 x 1440 which is native for the monitor. So I set the scaling to 100% and rebooted the computer. And today it is a no go. It goes to the black screen, and stays for minutes till I end task in task manager. I tried it about ten times.The funny thing is I didn't change anything from yesterday so why would it work then and today it doesn't.

I think it was 1200 x 1080. If it was higher the screen was too big and edges were cut off. I have the registry mode at 14.

Mode 14 should be OK, if you want to try another mode you could try mode 5. Same aspect ratio but a more even multiple.
It does sound like something to do with scaling above the resolutions that 1.07 provides support for.

So I've been thinking ( I know dangerous) that something is blocking Links 2003 from starting. That's why none of the suggestions are working. But what could it be? I have Bitdefender set to not scan LinksMM111 and to allow it in the firewall. What else could block it? Funny thing is I installed it on my Lenovo laptop and it does the same thing. It just goes to the black screen.
I did install Windows 7 and Links 2003 to Vmware free and it does work there. However there are jaggies and the picture is small. I can't use the full screen on the large monitor I bought to play Links 2003. As always any suggestions appreciated. Take care.

What video GPU does the notebook have and what is the screen resolution?

It is AMD Radeon 760M and 1920 x 1200 60 hertz.

That should be straightforward really.
Links would be set to mode 15.
I would initially try it without any wrapper, there are reports of some versions of the new wrapper having problems with RDNA GPUs.
