I do not see the resolution in the report and suspect that any problem could be related to that.

The native resolution is 2560x1440. If I change it to 1920x1200 which matches the 15 I put in the registry for mode with scaling at 100% it still doesn't work. t flashes the black box and goes back to the desktop.

I have the same monitor resolution but have set the in game resolution to mode 14 (1920 x 1080). I know I've tried with 1920 x 1200 relying on the Nvidia scaling option.
Has Links ever worked for you in Windows 11? Loading Links 2003 without spending multiple re-starts has been the issue ever since I built it last year. The most recent wrapper is somewhat better but I still suffer

There have been messages going back and forth with the DDrawcompat developer regarding display resolution.
Scaling is in effect, and by default, automatic.
The consensus is the best results should be achieved by using a display resolution (mode) in Links that has the same aspect ratio as the monitor. With most monitors being 16:9 these days that means Mode 14 or 5, I am not sure if an integer scaling factor is better or not, that question is of relevance with 2560 x 1440 monitors, but with Links modes 5 &14 both options exist.
DDrawcompat does have a number of different scaling methods available to it, it's called DisplayFilter in the wrapper. documentation is online.
It sounds like you should not try to do the same thing using HBA utilities as you are in DDrawCompat. This would apply to things like AA, AF and scaling.
Sorry but I simply do not have the hardware needed to test the various options, my highest resolution monitor is 1920 x 1200
