Can anybody tell me how to create Sky Files for links 2003?

Well, it worked for me.

The zipfile contained a folder which contained an MP4 file which I opened in VLC.

Not everybody can afford to buy an SSL certificate for their hobby website.

You could tell your browser to allow the connection.
