"3,000 tons of organic peroxides"?? Are you kidding me? That's a disaster just waiting to happen. But there's lots of that going on in many countries. It's either done secretly, or gov't officials are bribed to avoid being shut down for safety violations (a fireworks factory in Manila comes to mind in recent news: https://www.nbcnews.com/id/wbna28908531).
