When I set it at no sky, I get a blue sky. This is fine but I would love the other options. Can you help?

I downloaded additional skies from this site add ons just now and loaded it into the skies folder. it shows up it the graphic settings as beautiful skies but when i start a game i have no skies at all just a links banner across where the sky should be. Am I correct in assuming that one has to play 12 rounds of golf at their level to acquire a handicap and to them be allowed to participate in handicap tournaments?
