You could try installing the DirectX9 runtime from MSFT. I've had that on my 12700K for other games (Visual Pinball X, MAME, etc.).

As a datapoint for Links 2K3 on new hardware; I just build a desktop i7-12700K Alderlake with Window 11 x64 and Links 2003 and it's playing fine. I don't re-install Links 2003. Remember guys this is the Surface Pro X which is an ARM device. Not Intel/AMD like the other Surface Pro series. There may be issues w/ the additional layer x86 emulation and Links 2k3 is falling down. It's like an oversized phone running Windows 10.

Yes, they are crzs (per purchase in 2017). Some of them also contain the Links 2000 versions. They were at the time .exes that you could point to a directory and unzip; or just use 7zip or similar to open the .exe as an archive and just drag out wherever you want. Got note from Steam that it's on sale for $20 through 4/12.
