It sounds like a network issue rather than a computer or game issue, have you perhaps noticed your internet access in general being shaky lately?

I dont think you can achieve that in APCD. Except if you use the default flag which is yellow background with the hole number in black. Maybe it would be possible to pull off a trick with planted 2D object flags in some way, but it wouldnt work unless you only have one pin position per hole... and t...

Depends if you're talking about DEM imported terrain or not. Im no expert on DEMs but I imagine it would be impossible to add more DEM terrain after the initial import.
